The Third Hokage and Kimimaro have one Item that increases speed, so they could evade better, as well as making their attacks quicker, so attacks can connect more often.
Jiraiya has an Item that increases protection, to show how tough he is!
Tsunade has two Items that increase speed, and two Items that increase damage, shows how very fast and very strong she is.
Well, Kabuto holds two Items for increased damage, and he doesn't have much physical strength, so it shows how dangerous his Chakra Blades are.
Lee and Naruto hold two Items that increase damage, they are strong, and Naruto has a seal on him, that holds his hidden strength!
Choji has one Item that increases protection, and two Items that increase damage, he is Tough and Very Strong.
Sasuke has one Item that increases speed, he is faster than usual.

Shikamaru, also has one Item that increases speed, however, he also has two Special Items which improve protection, he usually runs, doesn't have a desire to engage in battle, and thus his defence, from hiding.
Kiba has two Items that increase speed, also another two Special Items, that improve damage dealt, and this makes Kiba very fast, and his attacks are hard to withstand!
Gaara has an Item that increases damage, and one separate Special Item that improves protection, this makes Gaara strong, and hard to damage.
